The annual number of outbreaks has increased more than threefold since 1980. UNICEF is involved every year in over 100 responses related to public health events. UNICEF ensures that outbreak response strategies are inclusive of children, women, and vulnerable groups, and adapted to their needs, particularly where public health infrastructure may be weakened by epidemic drivers and structural vulnerabilities. UNICEF preparedness and response to public health emergencies aim to prevent outbreaks, and to detect and respond to them before they can generate high mortality and society disruption. For every child, Hope.   Strategic office context: The WASH Specialist Cluster Coordinator (P4) is based in the MENARO Outpost in Gaziantep and works for children in Northwest Syria and reports to the Emergency Coordinator.   Purpose for the job: Under the overall guidance of the Emergency Coordinator, the WASH Specialist/Cluster Coordinator will be responsible for supporting both cluster coordination, programme design, and development and monitoring of the UNICEF humanitarian response programme for the WASH Sector in north-west Syria. The post will be managing UNICEF's WASH programme including the management of implementing partners and capacity development. The specialist will contribute to the achievement of concrete and sustainable programs/project results according to the relevant work plans, budget allocation, results management approaches and methodology (RBM), UNICEF's strategic plan, standards of performance and accountability framework. The post will support the WASH cluster work, which UNICEF co-leads and will also facilitate the process to ensure a well-coordinated, strategic, adequate response by all cluster members. This will involve liaising and working with relevant counterparts to support the effective use of coordination mechanisms. - Establishment and maintenance of effective coordination mechanisms. - Identify and establish contact with all other relevant cluster stakeholders including national and international organizations, and representatives of affected populations. Invite these stakeholders to participate as partners in the work of the WASH cluster as appropriate. - Participate in all relevant sector Working Groups and inter/cross-cluster meetings. - Identify and prioritize the training needs of WASH cluster partners and advocate to lead-agencies, donors and  other stakeholders to meet these needs. - Organize joint field missions, needs assessments and analysis among WASH cluster partners. - Participate in joint cross-WASH cluster needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence-based as possible. - Co-lead on the design of appropriate transition strategies for the WASH cluster to ensure continuity between the humanitarian response, recovery and development phases and disaster risk reduction initiatives. - Facilitate discussion and agreement on the use of common standards and tools among WASH cluster partners. Promote awareness of, adherence to and update of the cluster developed tools. - Ensure to the extent possible that WASH cluster partners use common standards and tools for information collection/sharing and data management, including in needs assessments and monitoring. - Ensure that WASH cluster partners are aware of relevant commitmentsunder international human rights and humanitarian law and promote a response that is in line with these commitments. - Facilitate adequate reporting and information sharing, both within the cluster and with other clusters. - Convene and facilitate meetings of the WASH cluster (and/or joint meetings with another cluster), increasing or reducing their frequency as needed and avoiding meeting overload. Ensure that WASH cluster meetings are well-managed and action and results-oriented, with timely decisions clearly communicated to relevant cluster partners and stakeholders. Ensure that meetings are managed in line with the Principles of Partnership. - Weekly and continuous information management of national and sub-national partners - Together with cluster partners, identify core advocacy concerns for the WASH cluster and contribute key messages to the broader advocacy - Following thorough and transparent consultation within the WASH cluster, provide leadership and strategic direction in the assessment and prioritization of project proposals, activities and initiatives for inclusion in the Strategic Response Plan, pooled funding requests and other inter-agency funding appeals; - Establish and manage needs-based temporary technical working groups for the undertake specific tasks. - Represent the WASH Cluster at every cross-cluster and Inter-Agency meeting. - Response/ Program development and planning - Plan and/or provide technical assistance and operational support to the preparation/design and conduct/update of situation of the WASH sector in the northwest Syria to ensure that current comprehensive and evidence-based data on WASH issues are available to guide UNICEF's strategic policy advocacy, intervention and development efforts on WASH and to set the response priorities, strategies, design and implementation plans. - Keep abreast of WoS national/regional/international development priorities on WASH to enhance the response management and delivery. - Programme management, monitoring and quality control of results - Plan and/or collaborate with monitoring and evaluation initiatives to establish benchmarks, performance indicators and other UNICEF indicators (3PM and HPMS), to assess and strengthen performance accountability, coherence and delivery of concrete and sustainable response and results in WASH programs. - Prepare and assess monitoring and evaluation reports to identify gaps, strengths and weaknesses in WASH programming and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals. - Monitor programs and projects to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution. - Plan, monitor and control the use of program resources (financial, human, administrative and other assets) certifying/verifying compliance with organizational rules, regulations and procedures, donor commitments and standards of accountability and integrity. Addressing inequities in health outcomes, strengthening health systems, including emergency preparedness, response and resilience-building, and promoting integrated, multi-sectoral policies and program all remain fundamental to the realization of UHC, and to achieving the SDGs and the goals articulated in UNICEF's Strategy for Health (2016?2030) and the UNICEF Strategic Plan (2022-2025). Digital technologies and improved data capacity are important catalysts for accelerating achievement of the 2030 SDG3 targets. Actionable and relevant data are the foundation to monitor progress toward SDG 2030, while harmonized digital systems optimize the health system to deliver in a coordinated manner, quality, coverage, and equity of health services. Digital systems can catalyze a necessary transformation in the health system - addressing ongoing data gaps and persistent health system challenges, facilitating a more resilient, person-centered, and responsive health system. Digital innovations at community and primary health facility level can be useful for strengthening the linkages with, and use of, formal health services, while also supporting the institutionalization and strengthening of the community health system as a whole. While most countries now have some level of digitalization of their health system functions, countries struggle with the implementation of a large number of pilots which often are not designed for scale, using systems architecture that lacks interoperability, sometimes using non-validated solutions and solutions that are not designed with the users in mind, and which often do not have a sustainable financial or technical support model to allow for scale-up. This has resulted in highly fragmented and uncoordinated implementation of small-scale pilots with many types of tools and software solutions (often targeting the same health workers), not feeding data into health management information systems (HMIS) and not addressing the system problems or Ministry of Health needs. Recognising the diversity of region and the country contexts in which UNICEF operates and reinforcing UNICEF's leadership role in equity programming, Digital Health for the Last Mile is an approach to leveraging the way digital technologies can change how healthcare is delivered in the most underserved parts of the world - both in times of crisis and during times of stability - and thus represents a game changer for national and global approaches to health system strengthening. The Digital Health Specialist will facilitate and support the UNICEF Regional Office for West and Central Africa to coordinate digital health investments at regional and national level, governments and partner level, working in very close collaboration with the WCARO Innovation/T4D team and in liaison with HQ (Digital Health Center of Excellence and Health Programme Group). Specific support includes coordination of readiness assessments, production of digital health investment cases that are embedded with digitally enabled health roadmaps as well as deployments of digital health solutions. The Health Specialist (digital health) will work in close collaboration with the regional and country health, T4D and SBC team, and be expected to leverage their expertise in managing partnerships, plans/strategies, and other resources to actively engage in and support this work on the ground. This temporary position will be located in the UNICEF West and Central Africa Office, Dakar in Senegal. The Regional Adviser, Health and HIV will supervise this position.   How can you make a difference? Purpose for the job Under the guidance of the Regional Health Advisor, the purpose of this role is to offer Digital Health support to health programming within the UNICEF Regional Office for West and Central Africa. Working closely under the leadership of the supervisor, the incumbent will collaborate with key stakeholders such as the Regional Chief of ICT, Regional Business Analyst (T4D/Innovation), and the Senior Health Specialist (DICE) at UNICEF HQ, along with regional office staff, T4D/Innovation and program officers in country offices, Ministry of Health (MOH), WHO AFRO, the Africa CDC, and other relevant stakeholders. This position holds accountability for the planning, design, implementation, and administration of a significant digital health system strengthening program within UNICEF's Approach to Digital Health. Furthermore, the role entails supporting the costing and development of an investment case for the scale-up of the digital health implementation plan. It will require an ability to understand complex, abstract concepts, and ability to think creatively about best fitting technology for each country and create the end product investment case. Together with regional entities (hubs) and branch offices, it coordinates medico-humanitarian operations in more than 25 countries worldwide in 60 medical projects with more than 8000 employees (segmented into 550 international positions, 5500 national positions & 2000 staff under refugee or under incentive status). We aim to ensure that fraud and corruption reported incidents are appropriately managed inside the organization in accordance with our MSF values, ethical principles, Behavioral Commitments and Anti corruption guidelines. The ABU is a Directorate General unit in charge of prevention, detection, and management of cases of abuse and inappropriate behavior in OCG missions. The unit is currently composed by five team members: 1 coordinator, 1 support officer, 1 investigation manager and 2 responsible behavior officers in charge of prevention activities. We are recruiting a second investigator manager dedicated to fraud and corruption. Responsibilities - Ensuring that alerts and complaints related to fraud and corruption received through Integrity Line or other reporting channels are managed in accordance with OCG duly defined processes; - Planning and conducting administrative investigations of alleged fraud and/or breach of MSF-OCG Anti-corruption Guidelines : - supervising internal and/or external investigators and supporting them during the different phases of the investigations process according to standard fraud examination methodology; - or conducting investigations as needed, in accordance with professional standards - Participating to the qualitative improvement of case management standards and process of MSF OCG Description of main activities Manage the Integrity Line platform or other reporting lines for fraud and corruption cases - Ensure due reception, acknowledgment, triage/pre-analysis of complaints or allegations of fraud and corruption; and that all process be documented; - Conduct systematic preliminary risk and analysis in collaboration with the relevant HQ or field expertise - Manages the information (on a need to know basis), interactions, and communication with internal stake holders and ad hoc committes for decision making on case management strategies Conduct or supervise investigations - Implements the strategies of case management as decided - Builds investigation teams (internal or external investigators) in line with the needs of the investigations in terms of technical know-how; - Depending on the resources required and available, conducts, alone or as part of a team, administrative investigations in accordance with the principles of case management. - When need be, supervises the running of internal administrative investigations by external investigators and supports investigators during the different phases of the investigations (organisational facilities, capacity constraints, risk analysis, investigation planning, strategies, reporting ). - Validate the quality of the investigation and the reports drawn up, in collaboration with the ABU Coordinator - Present the conclusions to OCG decison makers for decision making and recommendations Management of a network of investigators - Establish a strong network of internal and external investigators matching the level of expertise and profiles needed by the organization. - Manage administratively this network and its associated budget follow-up Report statistics-based information, lessons learned, improvement of case management process and practices. - As part of a risk-based management approach, draw up lessons learnt and statistical analyses of cases of fraud and corruption - Continuously participate in the reinforcement of MSF-OCG's good professional practices in terms of fraud/corruption case management principles and investigation methodology. Le projet PURACO (Pool d'Urgence Régional pour l'Afrique Centrale et de l'Ouest) a démarré en 2021 avec l'objectif d'apporter une assistance medico-humanitaire rapide, efficace et adaptée dans la sous-région. Le type d'intervention peut être : une surveillance médico-humanitaire, une mission d´;exploration, une mission d´;exploration-action, et une intervention d´;urgence. The unit will bring existing partners, WHO Collaborating Centres, sub regional platforms, community-based and civil-society organizations and non-traditional immunization partners to forge renewed partnerships and harness the available technical expertise of academic institutions in the Region towards making the 2030 European regional immunization agenda a reality.   DESCRIPTION OF DUTIES To facilitate the planning, implementation, monitoring and evaluation of technical assistance activities supporting immunization equity improvement efforts in Member States, within the context of immunization programme strengthening under the overall domain of European Immunization Agenda 2030. The focus of responsibility will be to further strengthen the efforts to achieve stated goals and objectives of European Immunization Agenda 2030 through identification of un- and under-vaccinated; understanding the reasons why they are not vaccinated; deciding how they can be reached and vaccinated; and evaluating impact of the efforts. In addition, the Programme advocates for, fosters partnerships and mobilizes increased resources for child and adolescent health services. Lead and coordinate the development of training courses for public health professionals on epidemiological surveillance, outbreak investigation, and/or the improvement of related data management. Oversee the WHO Office's support to the government in conducting field investigations of public health events. when required by the specific country or health situation. Collaborate with Health Emergency teams to promote WHO's position and successfully influence national health authorities to develop infection prevention and control programmes in health care facilities, including (where and when required) focusing on preparedness and response to epidemics and pandemics. Participate, as needed, in risk assessments for unusual health events. Collect primary and secondary data, analyze and synthesize data on health for health monitoring and evaluation of national strategies, programmes, or projects. Generate knowledge, develop and disseminate information products such as policy briefs and research summary to support the translation of evidence into policy and decision-making. Collaborate with relevant authorities on the development and maintenance of a national system for comprehensive data collection and trend analysis of public health events. Play a lead role in the analysis, interpretation, and knowledge building of surveillance data (including virological data) through WHO and peer-reviewed publications and media. Encourage collaboration and develop innovative advocacy initiatives and project proposals for joint action and resource mobilization to augment national, operational responses to public health events. Act as the main liaison between government and WHO (all levels) on country-specific data gathering and dissemination of WHO-generated data and data analysis.   REQUIRED QUALIFICATIONS Education Essential: Advanced university degree (master's level) in epidemiology, public health, medical or other studies in a field directly related to the position. Desirable: PhD in Epidemiology or social study research.   Experience Essential: A minimum of seven (07) years of work experience relevant to the position (in epidemiology or public health research including developing implementing and/or evaluating programmes, policies, and guidelinesas well as monitoring and evaluation of diseases and public health programmes),with some of it obtained in an international context.
